Is this a common problem with Pelikan 18k gold nibs (M, by the way)?

For the ink flow, I'm quite astonished because that would be the first Pelikan I've heard of acting like this. I mean, I've had little skipping with my M900 Concerto when first inking it, but it disappeared quite fast when using it.
Regarding the nib, you should check the tines' alignement.
All in all, this sounds like the nib unit isn't working well, which again, is strange considering the price of these pens, and the serious regarding finishing when it comes to Pelikan.
Your best option is to go to an authorized Pelikan retailer, and show the pen to the person in charge there. They could solve the scratchiness issue quite easily, and eventually change the nib unit, if the pen is still under warranty.
