The Christian Science Monitor has a well-timed article on this subject. . .

Then I stumbled across this on eBay. . .

1960s LBJ White House Signer Desk Set

Apparently Kennedy and Johnson used an Esterbrook Dip-Less set. . . Which makes a lot of sense when you think about it. It was more efficient than using fully-fledged fountain pens. They probably had a whole crate of Dip-Less pens embossed with "THE PRESIDENT - THE WHITE HOUSE" for just this purpose.
